Burma National Convention is performing again

The military junta of Burma restarts the constituion-drafting National Convention today,the Feb 17. (boxun.com)

The junta proclaimed that the convention would ,according to the Road-Map of 7-Step to Democracy, draft the National Constitution and stap by stap marching to the right way of rule the country by constitution.
Aung San Suu Kyi' NLD is not invited to the Convention. There are also some changes among the 17 invited cease-fire groups: the junta has detained the leader of Shan State Army-North (SSA-N), the president Sao Hso Ten of Shan State Peace Committee (SSPC), The 82-year-old Shan politician Shwe Ohn ,the president Hkun Htun Oo and the General Secratory Sai Nyunt Lwin of Shan League for Nationalities Democraty (SNLD).
When the foreign media asked the junta about the NLD led by Aung San Suu Kyi, the junta replied, "We have not invited them because they boycotted the Convention".
When asking the detain-reasons of the president Aung Shan Suu Kyi and vice-president Tin Oo of the NLD, whom both had been house-arrested for another one year ,the junta answered,"this is for the country' security and the people' unity".
Regarding to the absence of Shan State Army-North, Shan NLD and Shan State Kokang Democratic Party in the convention, the reply is,"We donot mind who will not attend the convention, we step on our plan to democracy" .
Question:When the Convention will be completed with the drafted constitution?
Answer: we should do with great care ,not in a hurry and just so-so for the state-affair .
Question: When you handover the power to the people?
Answer: As soon as the time and situation is ripe.
All the politician, in Burma and in the whole world, must gasp in admiration for the outstanding performances of the Burmese junta .
When we speak about the Constitution,the international community will always think that there is lawless and unruliness a long long time in Burma.
Is it true? No!
The first Constitution of Union of Burma drawed before Independence.At that time all nationalities,by complying with the Panglong-Conference Spirit,united to struggle for the united independence of 1948. The leaders of the states brought their respective lands and people to form the Union of Burma.
The chauvinistic Burmese military junta has not obeyed the Union Constitution. They treated all other nationailities unfair and uneuqual sothat Shan,Karen,Mon,Kachin,Karenni etc were forced to resist. Thus the civil war began from the day of Independence.
In 1962 the Ne-Win military junta seized power through coup d'tat which all the nationalities disagreed. So Ne-Win military regime abolished the Union Constitution and ruled the country with military dictatorship. All the nationalities realized that the Consitution which formed the Union of Burma had been laid aside and totally neglected,so they took up arms ,governed their lands by themselves and each did in his own way. Though there was a whole Burma' Peace Negotiation in 1963, it failed due to the military dictatorship.Later Ne-Win regime had drafted a "Burmese Socialist" Constitution but even the Generals themselves did not follow it.
There emerged a nationwide peaceful demonstration in 1988. Thousands of demonstrating students,citizens and monks were shot dead by the military regime,the escaping female-students were gang-raped by the soldiers. These fascist crimes have shaken the whole world.
In fact, the world-people have forgotten that the military junta led by Ne-Win was trained by the fascist Japanese during the 2nd World-War.
Under the investigation of the UN, the international community and the world-media, the policy of Burmese Army' civil war has been discovered: the Burmese Army everyday burns, kills, loots, gang-rapes the people of ethnic nationalities, displaces village by village,forces the villagers to labour and detect mines etc.
The world-people can not believe such criminal activities can happen in the Buhhist land of Burma.
In 1990 Burma held a general election. The NLD led by Aung San Suu Kyi and parties of ethnic nationalities won the election with the absolute majority. However the military junta has refused to handover the power and even house-arrested Aung San Suu Kyi till now.
The racist junta said that Aung San Suu Kyi' husband being Englishman so she will benefit the western foreigners, her party will also sell the country to England and U.S.A.
The junta uses all along racism for his divide and rule policy: they plot and fan the Burmese to attack and kill the Karens, the Mons, the Shans, the Burma' Chinese,the Burma' Indians etc. They stir up the Buddhists to attack and kill the Christs and the Muslim, let Theravada Buddhism attack other Buddhism.They create conflicts among nationalities,religions and cultures so that the people' revolutionary spear-head will not point to them.
Now, in Aung San Suu Kyi' case, the junta begins to use the racist double-edge sword among the Burmese race, let the Burmese kill the Burmese.
In order to fool the world,the junta planned in 1991 a national convention to draw constitution.The junta organized in Jan.1993 the National Convention.He let "People' Representatives" discuss and discuss, from small meetings to big seminars, in vain.Based on the refusing to release Aung San Suu Kyi and the untransparence,unfair and undemocracy of the so-called Convention,Aung San Suu Kyi' NLD could not bear for any time and in 1995 walked out the Convention.Thus the false convention could not continue any more in 1996.
The constitution-drafting Convention paused for 8 years! Aung San Suu Kyi has been arrested and released for 16 years!
To gloss over the pressure of ASEAN, the junta performed for the international community in May 2004 the "7-Step to Democracy".After Burma had been fixed as the Chair of 2005-ASEAN Meeting, the false Convention paused on July 9.
At the moment of closing curtain, the junta boosted that total 1088 people' s representatives,including 17 cease-fire ethnic groups, attended the convention.The convented resolution was passed by 1076 people' representatives and therefore "We have won a victory unprecedented in history".
The opponents pointed out: out of 1088 so-called people' representatives,more than 1000 were handpick-puppet,some were forced to participate without freedom of speaking and acting.
All nationarities of Burma have experienced personally 43 years'rule of the junta and know exactly that his military dictatorship and fascist crimes are really number one unprecedented in history!
Yesterday the EU 25-nation bloc called on the Burma's junta to renounce past hostilities and enter into a constructive dialogue with the NLD, other legitimate representative bodies and the ethnic groups.
EU pointed out, "Only such a dialogue can lead to the drawing up of a constitution that can win the true support of the people and bring peace and development to the country," .
Burma and the world' people have seen the picture very clearly that there are three main forces in Burma,i.e.the military junta,the NLD led by Aung San Suu Kyi and the ethnic peoples' force.None of the three can swallow the others. The development and peace of Burma relies on these tri partites. Nothing can be acchieved unless these three forces work together.
