S T A T E M E N T

The Forum of Burmese in Europe ( F B E ) is a network of the Burmese people,who are at present residing in various European countries and are advocatingfor democracy and human rights in Burma. The 4th. Conference was a result ofthe joint effort of the Burma Project Berlin and the Burma Bureau, whichhonoured the 59th. Birthday of Daw Aung San Suu Kyi and the Women of BurmaDay.

The FBE fully supports the National League for Democracy ( N L D ) Party andthe Committee Representing People’s Parliament ( C R P P ) under theleadership of Nobel Peace Laureate Daw Aung San Suu Kyi that won the 1990May multiparty elections by landslide in Burma.

The representatives and individuals, including ethnic nationals, of Burmademocratic movement from Belgium, Denmark, France, Germany, Great Britain,Netherlands, Poland and a special guest from USA attended the Forumconference in Frankfurt/Main, Germany on June 19-20 2004 and reaffirmed thefollowing:

- The United Nations Security Council, in accordance with the Art. 39 ofthe UN Charter, should investigate the 2003 May 30 Depayin massacre in Burma, in which as many as 300 unarmed civilians were brutally killed by theso-called State Peace and Development Council (SPDC) and their thugs.

- The International Criminal Court ( I C C ) in The Hague should take appropiate measures against the responsible persons with reference to the investigation report of the UN Security Council.

- The FBE conference totally rejected the sham National Convention,reconvened by the SPDC on May 17 2004 due to the restrictive and undemocraticobjectives and principles that ensure continued military control even in a'civilian' state.

- The FBE conference supported without reservation the courageous boycottof the SPDC’s sham national convention by the NLD, Shan National League for Democracy ( SNLD ) and United Nationalities’ Alliance ( UNA ).

- The FBE fully recognized and respected the will of the Burmese peopleexpressed through the May 1990 multiparty elections and honoured the electionresults, in which the NLD together with its alliances won by landslide (95%).

- The FBE conference urged the military regime to allow reopen the NLD andother political parties' offices countrywide and to guarantee the basicpolitical freedoms in Burma.

- The FBE strongly demanded the military junta to immediately andunconditionally

release Daw Aung San Suu Kyi, U Tin Oo, U Win Tin, Min Ko Naing and all political prisoners in Burma.

- The FBE profoundly requested the UN Security Council to seriouslyconsider the international intervention in Burma and to impose mandatory arms embargo.

- The UN Security Council should impose targeted sanctions, including investment ban and a ban on Burmese exports of strategically important goods such as gas, oil, gems and timber.

- The European Union should ban all European companies and citizens from investing in Burma, to ban the import of goods and services from enterprises owned by the military, military personnel and their associates, and toban international financial transfers and transactions ('SWIFT').

- The international key players should push the military junta to participate in the tripartite dialogue in accordance with the successive EU and UN resolutions.

- The ILO should take strong measures against the military junta that hasfailed to end the practice of forced labour in Burma.

- The European Union should not allow military junta's participation in all Asia-Europe Meetings (ASEM) until there are substantial positive and irreversible processes towards democracy in Burma.

- The fundamental ethnic and religious rights of all people of Burma shouldbe promoted and respected.
